Entries where the 180-day protest period expired without a protest being filed. Under normal customs law (19 U.S.C. § 1514), these are sealed shut — "final and conclusive." The March 27 CIT order in Atmus Filtration broke this seal for IEEPA duties, but CAPE Phase 1 cannot yet process them.
