CAPE

Consolidated Administration and Processing of Entries — a brand-new automated capability built inside ACE to process IEEPA refunds. Importers or brokers upload CSV "CAPE Declarations" listing entry summary numbers. The system validates entries, strips IEEPA Chapter 99 codes, recalculates duties, and issues ACH refunds. Phase 1 targets ~April 20, 2026 launch and covers approximately 63% of affected entries.
